9:30 AM CONVENE

PRESENT: Steve Baldwin, Chairman; Kevin Braun and Roy Rost, Members;

The Pledge of Allegiance was held in the Commissioner’s Office to start off the week.

9:58 AM ROAD/SHOP UPDATES/ Bobby Wiedmer, Road Superintendent; Mitch Overn/Carl Overland, Shop Mechanics

   Updated on fairgrounds equipment and county vehicles maintenance. Finishing up scoria on South Plevna Road. Discussed spreading scoria at shooting range and WBI emergency access.

10:17 AM NOTIFICATION TO SUPERVISOR OF ABSENCE/ Bobby Wiedmer, Road Superintendent

    The Commissioners requested to be notified when Bobby takes leave or flexes time.

10:30 AM PROJECT UPDATES/ Shannon Hewson, Brosz Engineering; Rich Menger, Sanitarian

    Reviewed golf course irrigation pond plans. Discussed options of where to relocate excavated dirt from irrigation pond; possibly creating a berm between hole six and eight, and fill in bogs on hole seven and eight. Shannon requested an onsite meeting with the Corp of Engineers for mitigation of wetlands on Bergstrom Hill Road. Shannon will ask the Corp of Engineers why jurisdiction determination request was never formally responded to. Discussed moving heater by the Library’s south entrance and fixing the leak in the basement of the Fallon Medical Complex.

11:05 AM PERMISSION TO HIRE SUBSTITUTE PUBLIC TRANSPORTATION DRIVER/ Carla Brown, Council of Aging Director

    Carla asked the Commission if she could hire an applicant for the Substitute Public Transportation Driver. Permission granted.

11:10 AM BAKER/PLEVNA TV DISTRICT BOARD UPDATES & EQUIPMENT ORDER/ Wayne Mangold and Dale Butori, Board Members

    Discussed going out to bid for new broadcasting equipment; will advertise bid specs in Fallon County Times. Wayne will continue researching future expenses and maintenance to present to the Commission.

1:27 PM WEED DEPARTMENT UPDATES/ Sara Berger, Weed Control Coordinator

    Updated on upcoming trainings, meetings and vehicle maintenance. Discussed scavenger hunt for Weed ID, Weed awareness week. Permission granted to attend MCWA Conference in Miles City, April 23-24.

1:44 PM Anna Straub, Justice of the Peace joined the meeting.

1:45 PM PERMISSION TO USE COUNTY VEHICLE/ Theresa Myers; Justice Court Clerk

    Theresa asked the Commission if she could take a County vehicle to the Clerks Conference in Great Falls but while on personal business, leave it in Bozeman overnight. Permission granted.

    Anna asked the Commission about any policy on allowing a County employee to use a County vehicle while on City business. The Commission stated that the County would just bill the City for half the mileage when this situation occurs.

     1. Approve March 4th – March 8th, 2024 Commission Minutes

Commissioner Rost made the motion to approve March 4th – 8th, 2024 Commission Minutes. Commissioner Braun seconded the motion. Commissioner Baldwin asked for any further discussion; being none. 3 Ayes. 0 Nays. The motion carried unanimously.

     2. Executive/Action Items:

          a. Approve Midland Implement quote for a new modular for the sand spreader.

Commissioner Rost made the motion to approve the Midland Implement quote for the amount of $2,240.50. Commissioner Braun seconded the motion. Commissioner Baldwin asked for any further discussion; being none. 3 Ayes. 0 Nays. The motion carried unanimously.

10:56 AM DISCUSS/DECISION REGARDING SUPPLEMENTAL BILLING OF SCHOOL EQUALIZATION/ Barbara Ketterling, Treasurer; Darcy Wassmann, County Attorney

    Discussed sending out supplemental billing minus parcels that are less then the required amount of taxes.

     1. Adopt Resolution #1126 amending the Mill Levy for the State Equalization, County High School Equalization and County Elementary Equalization Mill Levy Authority for the fiscal year beginning July 1, 2023 and ending June 30, 2024.

Commissioner Rost made the motion to table adopting Resolution #1126 until 8:45 AM on Wednesday March 13th. Commissioner Braun stepped down to second the motion. Commissioner Braun asked for any further discussion; being none. 2 Ayes. 0 Nays. 1 Absent. (Commissioner Baldwin). The motion carried.

8:59 AM DISCUSS MDT ON AND OFF SYSTEM BRIDGE REPAIR/REPLACEMENT UPDATE/ Forrest Sanderson; Contract Planner

    Forrest updated the Commission on upcoming requirements for floodplain permits. Discussed using State funding to repair an off-system bridge in Westmore. The State is repairing Hwy 7 bridge on the way to the Radio Station.

Commissioners Braun and Rost attended the 911 Multi-County Meeting.

1:12 PM LANDFILL ENGINEER CONTRACT UPDATES/ Barry Damschen

    Barry’s contract is up for renewal. Barry recommends hiring his surveyor to determine how much dirt and space has been used and how that affected the life of the landfill compared to six years ago. Commissioner Braun asked if the situation at the landfill was improving, Barry said no. Barry comes out every quarter to do methane monitoring and speaks with Jeff Frank, Manager of Landfill Operations. Went over process of compacting. Discussed having the survey done and then reviewing it with the landfill employees and Commissioners together. Discussed Landfill trust accounts for closure and post closure.

Commissioner Rost made the motion to approve Amendment No. 22 Fallon County Landfill Engineering Contracting Services for $7,000.00. Commissioner Braun stepped down to second the motion. Commissioner Braun asked for any further discussion; being none. 2 Ayes. 0 Nays. 1 Absent. (Commissioner Baldwin). The motion carried.

Commissioner Braun and Rost attended the MDOT District Meeting.
