9:00 AM CONVENE

PRESENT: Steve Baldwin, Chairman; Kevin Braun and Roy Rost, Members; Megan Slagter, Recording Secretary

The Pledge of Allegiance was held in the Commissioner’s Office to start off the week.

9:14 AM DISCUSSION/DECISION ON CONTINUATION OF POLICY 3.09 PAID EMERGENCY/DISASTER LEAVE/ Julie Straub, HRM

    The Paid Emergency/Disaster Leave Policy is due to expire September 30th. Julie requested an extension of the policy; discussed time limit for the extension.

Commissioner Rost made the motion to extend policy 3.09 Paid Emergency/Disaster Leave for one more year. Commissioner Braun seconded the motion. Commissioner Baldwin asked for any further discussion; being none. 3 Ayes. 0 Nays. The motion carried unanimously.

9:27 AM DISCUSSION/DECISION ON COMMUNITY HEALTH WORKER JOB DESCRIPTION / PERMISSION TO RECRUIT A COMMUNITY HEALTH WORKER/ Kim Bryan, Public Health Director; Julie Straub HRM

    Kim presented and explained the job description for a Community Health Worker that would work under her supervision. Discussed required training and courses. Will readdress extending hours for a Community Health worker and creating a Crisis Intervention Team after the one-year probationary period. Julie stated that there is grant funding, for two years currently, that has been procured for this position. Kim stated that the Schools will have grant funding to cover the first year of the Catalyst for Change program.

Commissioner Braun made the motion to approve the Community Health Worker job description and wages, also to start the recruitment process. Commissioner Rost seconded the motion. Commissioner Baldwin asked for any further discussion; being none. 3 Ayes. 0 Nays. The motion carried unanimously.

    Recruitment will begin immediately.

10:01 AM ROAD UPDATES/ Bobby Wiedmer, Road Superintendent; Mitch Overn and/or Carl Overland, Shop Mechanics

    Mitch presented a buy back for the Road Department skid-steer. Discussed excavator specs for the landfill. Carl updated on county vehicle maintenance. Mitch updated on county equipment maintenance. Road crew will be working on car gates, mowing, and laying scoria on the Old Baker Highway; will be removing three car gates for Steve Bruski. Discussed repairing the windbreaks at Ollie; will purchase lumber from Golva to repair the windbreaks. Updated on progress with closing several reclaimed gravel pits.

10:29 AM DISCUSSION ON MONTANA FWP SHOOTING RANGE DEVELOPMENT GRANT & ESTIMATES/ Jim Leischner, Shooting Range Supervisor; Carl Overland, Shooting Range Board Member

    Jim explained the Trap Shooting group’s suggestions with expending the leftover money from the previous grant. Discussed matched funds and if the group is allowed to use the money for electrical and purchasing mounting plates for the trap machines; the group will have to ask Montana Fish. Wildlife & Parks if the current requested items could be purchased with the leftover grant funding.

    Discussed installing cameras and fobs for the shooting range doors and possibly covering the bleachers in dirt.

11:00 AM Roger Meggers, Airport Facilities Manager joined the meeting.

11:00 AM KLJ ENGINEERING UPDATES/ Craig Canfield and Justin Zindell, KLJ Representatives

    Craig updated on retiring soon and handing over airports under his jurisdiction to Justin Zindell. Justin Zindell introduced himself. Roger updated on upcoming projects for the airport.

11:33 AM MUSEUM UPDATES/ Melissa Rost, Museum Curator

    Melissa turned in September updates for the Museum. She was unable to attend the meeting due to the museum having visitors.

1:30 PM PERMISSION TO HIRE A DETENTION OFFICER/ Trenton Harbaugh, Sheriff; Julie Straub, HRM

    Trenton has two qualified candidates he would like to start on September 24th and October 1st. Discussed training process for detention officers.

Commissioner Rost made the motion to hire Trinity Dietz (starting September 24th) and Tonna Hartman, (starting October 1st) as Detention Officers. Commissioner Braun seconded the motion. Commissioner Baldwin asked for any further discussion; being none. 3 Ayes. 0 Nays. The motion carried unanimously.

1:45 PM Julie Straub, HRM joined the meeting.

1:45 PM LANDFILL UPDATES/ Jeff Frank, Manager of Landfill Operations

    Discussed the job description for a landfill operator and the training required. Discussed having Carl Overland, a certified CDL instructor, train a new hire if there are no individuals who apply with a Class B CDL in hand. Commissioner Braun will ask Carl if he is interested in instructing an applicant.

1:58 PM Julie left the meeting.

    1. PERMISSION TO INCREASE WORKING HOURS.

        Jeff asked for permission to work twelve extra hours a week for eight weeks to run the chipper at the Container Site. Decided having the overtime also be an option for Paul Christ, Equipment Operator. Determined the additional twelve hours will be separate from the preapproved eight hours designated for Saturdays at the Container Site.

Commissioner Rost made the motion to allow an additional twelve hours of overtime until November 2nd. Commissioner Braun seconded the motion. Commissioner Baldwin asked for any further discussion; being none. 3 Ayes. 0 Nays. The motion carried unanimously.

     Reported positively on the newly purchased woodchipper.

2:22 PM FAIRGROUNDS UPDATES/ Jennefer Wheeler, Fairgrounds Manager

    406 Fire Protection is currently working on the fire alarm system in the grandstands. Jennefer presented a quote from Straub Heating & Cooling for new fans in the indoor barn due to current fans no longer working; will ask Lane for his hourly rate to be included in the quote. Discussed winterizing the fire alarm system; Jennefer will get a quote for the antifreeze. The arena lights have been fixed and the sound system will be fixed in the spring.

2:29 PM GOLF COURSE UPDATES/ Hunter Grover, Golf Course Superintendent; Doug Varner, Seasonal Interim Golf Course Superintendent

    Updated on watering schedule and equipment maintenance; Hunter and Doug will install the PH system after repairing three leaks. Discussed greens maintenance and process for winterizing. Doug updated on MDU boring and installing a meter by the golf course; discussed adding a disconnect for a future building. POGO sensors are close to being completely installed. Discussed getting no dogs allowed signs for the golf course.

    1. Approve September 2nd – September 6th, 2024 Commission Minutes

Commissioner Rost made the motion to approve the September 2nd – 6th, 2024 Commission Minutes. Commissioner Braun seconded the motion. Commissioner Baldwin asked for any further discussion; being none. 3 Ayes. 0 Nays. The motion carried unanimously.

    2. Executive/Action Items:

         a. Discussion/Decision on Baker Metal & Recycling Inc quote for Library entrance handrails.

Commissioner Braun made the motion to accept the quote from Baker Metal for the amount of $5,919.35. Commissioner Rost seconded the motion. Commissioner Baldwin asked for any further discussion; being none. 3 Ayes. 0 Nays. The motion carried unanimously.

    3. Old Business as needed

         a. Decision on MOU between Public Health and Pam Colombik, Big Sky Mental Health Services.

              No further discussion at this time.

         b. Discussion/Decision on Frank’s Arc N Sparks quote for the front Courthouse steps.

              No further discussion at this time.

         c. Review/Approve Montana FWP Shooting Range Development Grant.

              Decided to wait until Montana Fish, Wildlife & Parks approves the Trap group’s plan.

         d. Adopt Resolution to Amend Resolution #1134-Setting Fair Board Salary (if determined/when ready)

Commissioner Rost made the motion to approve the corrections to Resolution #1134 for setting the Fair Board stipend with the proper language. Commissioner Braun seconded the motion. Commissioner Baldwin asked for any further discussion; being none. 3 Ayes. 0 Nays. The motion carried unanimously.

         e. Discussion on road policy.

    4. Appoint Board Members

Commissioner Rost made the motion to appoint Leighton Bilbrey to the Fair Board. Commissioner Braun seconded the motion. Commissioner Baldwin asked for any further discussion; this was the only applicant received. 3 Ayes. 0 Nays. The motion carried unanimously.

    5. Review/Decision on Hangar Use Agreements.

    6. Review Board Minutes/Agendas (Boards other than Commission)

    7. Review Department/office reports/sign journal vouchers (as needed)
