Planning Board Minutes – July 7, 2026

Approval of Minutes:
Discussed Roberts Rules of Order in regards to motions made.
Cindy Irgens motioned to approve April 21st, 2026 meeting minutes. Michele Gray seconded the motion. Vaughn Zenko asked for any further discussion; being none. 5 Ayes. 0 Nays. 2 Absent. Motion carried.
Will check the proper way to record absences.
New/Old Business-
- Discussion/Decision to update the Subdivision Regulations for all jurisdictions on the following items:
Desiree updated on the legislations changes to the subdivision regulations.
- Buildings for Lease or Rent
- Presented a resolution and review process for Buildings for Lease or Rent; no decision made at this time.
- Fee Schedule recommendation
- Discussed recommending the fee schedule to the City of Baker and Town of Plevna. Discussed the Town of Plevna not having a Planner; will check if an agreement is in place for Plevna to utilize the County Planner. Desiree will present the fee schedule to the other jurisdictions for review.
- Fallon County Road Standards
- Reviewed road standards that are included in the Buildings for Lease or Rent. Presented Fallon County Road Superintendent’s suggestion for road standards. Updated on research for road standards that would apply to subdivisions; Desiree recommended updating road standards along with the Buildings for Lease or Rent.
- Certificate of Survey/Family Transfer review process affidavit
- Reviewed State Attorney’s recommendation of an Affidavit of Family Transfer Division of Land. Cindy stated that Fallon County did not adopt the two-year hold on the family transfer; will verify County’s decision.
- Review/Decision on Scoping Survey results
Reviewed scoping survey results; out of the amount that was mailed (1,860) and made available online, only 186 were returned and 6 were rejected due to incompletion. Desiree suggested holding community listening sessions or community education groups. Discussed including the question on the local ballot in June 2027; will consult County Attorney. Completed petition would have to be presented by January 25th, 2027. MACo is researching conditional use permits to present to legislation for counties without zoning. Desiree stated that Montana has passed a law that has made computing a right. Will schedule a meeting with the Commission to discuss further.
