The Pledge of Allegiance was held in the Commissioner’s Office to start off the week. PUBLIC COMMENT –AGENDA/NON-AGENDA ITEMS
No one appeared for public comment.
9:24 AM Commissioner Baldwin stepped out of the meeting.
9:27 AM Julie Straub, HRM; Lynda Herbst, Inside Custodial Supervisor joined the meeting.
Permission to Resume Recruitment- At previous meetings regarding this topic, the Commission discussed the possibility of hiring another full-time employee for the Inside Custodial department and not replacing the two part-time employees. Lynda prefers for these positions to stay the way they currently are, with two part-time employees and one full-time. The Commission understands that not all tasks may be able to be completed if one employee is absent.
Commissioner Braun made the motion to go out to advertise for one full-time 40 hour per week employee for the Inside Custodial Department. Commissioner Rost seconded the motion. Commissioner Rost asked for any other discussion; being none. 2 Ayes. 0 Nays. 1 Absent (Commissioner Baldwin). The motion carried.

9:50 AM Commissioner Baldwin returned to the meeting; Commissioner Braun recused himself from the meeting.
Permission to Hire Director of Public Health- Julie asked the Commission permission to hire Kim Bryan for the Public Health Director.
Commissioner Baldwin made the motion to hire Kim Bryan for the Public Health Director. Commissioner Rost seconded the motion. Commissioner Rost asked for any other discussion; being none. 2 Ayes. 0 Nays. 1
Recused (Commissioner Braun). The motion carried.

9:55 AM Commissioner Braun returned to the meeting.
Commissioner Baldwin made the motion to approve the minutes from executive minutes from September 15th,
2021, as presented. Commissioner Braun seconded the motion. Commissioner Rost asked for any other discussion; being none. 2 Ayes. 0 Nays. 1 Abstain (Commissioner Rost). The motion carried.

9:59 AM Bobby Wiedmer, Road Superintendent joined the meeting.
10:01 AM Mitch Overn, Carl Overland, Shop Mechanics joined the meeting.
Road/Shop Updates- The Road Crew is done mowing for the season. New tires were ordered, as the current ones barely made it through the year. Everything is set up and ready for the County Auction tomorrow. Discussion for the sand at the Fairgrounds. Bobby will contact Shyla Hadley, Fairgrounds Manager, to discuss further. The pavement at the amphitheater at Baker Lake needs to be removed. The Commission would like it planted back to grass. Bobby would like the Commission to start thinking about purchasing a packer for the Shop blade.
Gun Range Update- Carl explained to the Commission that the Fallon County Gun Range may be asked to host the Greater Yellowstone Section Championship match next year. It is a 3-day event and usually held in September. He will know more in January.

Pay Application #3 for Kratzer Construction- Shannon will be doing a final walkthrough today of the 2020
Millennium Sidewalk Project to verify that the work is completed. A timer has been added for the lights. The
Commission reviewed Pay Application #3. This is not the final pay application.
Commissioner Braun made the motion to accept Pay Application #3 – to Kratzer Construction for the 2020
Millennium Sidewalk Project in the amount of $69,541.07. Commissioner Baldwin seconded the motion. Commissioner Rost asked for any other discussion; being none. 3 Ayes. 0 Nays. The motion carried unanimously.
Crushed Road Gravel Specs- The crushed road gravel bid opening will have to take place on Tuesday, October 12th at 10 AM, as Monday will be a County holiday and the Commission won’t be in session. Shannon will send the bid specs to surrounding gravel companies that may be interested.
Inspection Report for Upper Lake- Shannon sent the Commission the inspection report for Baker Upper
Lake. Rich had a few suggestions for changes for the report.

Discuss/Review Final Draft Healthcare Facility Lease Agreement- Darcy has prepared a final draft for the Healthcare Facility agreement. The Commission would like to accept the agreement with no changes. It will be available for public review at this time. There will be a public comment period held in a few weeks to address concerns. After the public comment meeting, any changes deemed necessary will be made before the County will sign.

Water Damage Insurance Claim- Fallon County received a check from Traveler’s Insurance for the Parkview water damage insurance claim. Discussion on the amount that was received. She will be in contact with Traveler’s for further clarification.

COMMISSION WORK SESSION
The Commission reviewed revenues, reports, emails and other correspondence, board minutes and agendas.
CLAIMS APPROVAL
The Commission reviewed and approved mid-month September 2021 claims in the amount of $417,438.00.
They are filed in the Clerk and Recorder’s Office.

Fair Board Appointment- One application was received for the Fair Board. Discussion on the importance of following the Fallon County Procurement Policy.
Commissioner Braun made the motion to re-appoint Jason Coulter to the Fair Board for another term. Commissioner Rost seconded the motion. Commissioner Rost asked for any other discussion; being none. 2

Appoint City of Baker Representatives to the Planning Board-
Commissioner Braun made the motion to approve the City of Baker Representatives – Vaughn Zenko and Ashley Heiser to the Planning Board. Commissioner Rost seconded the motion. Commissioner Rost asked for any other discussion; being none. 2 Ayes. 0 Nays. 1 Absent (Commissioner Baldwin). The motion carried.

3:25 PM Tom Bruha, Baker Fire Chief; Dale Butori, Baker Fire joined the meeting.
Rescind Fire Ban- Tom explained that both the Baker and Plevna Fire Departments would like to rescind the Fallon County fire ban due to the change in recent weather conditions.
Commissioner Braun made the motion to rescind Resolution #2021-1067 – Stage 1 Fire Restriction established on August 2, 2021, effective immediately (3:30 PM – September 20, 2021). Commissioner Rost seconded the motion. Commissioner Rost asked for any other discussion; being this motion is being made under the direction and due to the discretion of the Plevna and Baker Fire Chiefs. Commissioner Rost asked for any
