FALLON COUNTY COURTHOUSE

The Pledge of Allegiance was held in the Commissioner’s Office to start off the week.

9:30 AM AGENDA/NON-AGENDA ITEMS – PUBLIC COMMENT

    No one appeared for Public Comment.

9:47 AM DISCUSS/DECISION REGARDING MSU RURAL SUMMIT SPEAKER FEE/ Vaughn Zenko, Museum Curator

   Rural Community Builder Summit in Glendive invited Vaughn to be a speaker. Permission granted.

9:53 AM Chairman Braun ended the discussion.

9:57 AM ROAD UPDATES/ Bobby Wiedmer, Road Superintendent; Mitch Overn and/or Carl Overland, Shop Mechanics

    Mitch was unable to attend the meeting. Updated on car gate installation and road maintenance; currently hauling scoria on Latigo Trail. Permission granted to lay scoria on John Deere Lane. Discussed complaints on the blading for Plevna South Road. Updated on signs for Stanhope Addition and ambulance maintenance. Reported on county equipment maintenance. Discussed chip and sealing the courthouse parking lots; plan for bidding out gravel.

10:16 AM CEMETERY UPDATES/ Chanse Hoenke, Seasonal Cemetery Caretaker

    Updated on grave and equipment maintenance. Currently leveling out the alkali field. Discussed Griffith Excavating replacing a damaged marker. Reported on several repairs that will need to be budgeted for.

     1. Approve April 14–18, 2025 Commission Minutes

Commissioner Rost motioned to approve April 7-11, 2025 Commission Minutes. Chairman Braun stepped down to second the motion. Commissioner Braun asked for any further discussion; being none. 2 Ayes. 0 Nays. 1 Absent. (Commissioner Varner).

     2. Executive Decisions

         a.Discuss/Decision to approve quote received to write legal descriptions for Precinct Boundaries/ Debbie Wyrick, Deputy Election Administrator

Commissioner Rost motioned to approve the Stahly Engineering quote for the amount of $4,000.00. Chairman Braun stepped down to second the motion. Commissioner Braun asked for any further discussion; being none. 2 Ayes. 0 Nays. 1 Absent. (Commissioner Varner).

         b.Discuss/Decision to sign Agreement for FMC Heat Pump Replacement Project

            Chairman Braun signed the agreement as this was already approved in March 31st, 2025 work session.

         c.Discuss/Decision to sign letter of support for GoRail Transportation

Commissioner Rost motioned to sign the letter of support. Chairman Braun stepped down to second the motion. Commissioner Braun asked for any further discussion; being none. 2 Ayes. 0 Nays. 1 Absent. (Commissioner Varner).

         d.Review/Decision on Board Appointment Letters

Commissioner Rost motioned to appoint Desiree Thielen, Trenton Harbaugh, and Justin LaCroix to the Board of Health. Chairman Braun stepped down to second the motion. Commissioner Braun asked for any further discussion; being none. 2 Ayes. 0 Nays. 1 Absent. (Commissioner Varner).

         e.Discuss/Decision to sign FY26 Noxious Weed Agreement with MT DOT

Commissioner Rost motioned to approve the Noxious Weed Agreement. Chairman Braun stepped down to second the motion. Commissioner Braun asked for any further discussion; being none. 2 Ayes. 0 Nays. 1 Absent. (Commissioner Varner).

         f.Discuss/Decision Safety Report

            Chairman Braun signed the safety report.

         g.Discuss/Decision to replace windshield in County vehicle

             Decided to replace the cracked windshield with the self-insurance fund.

    3. Old Business as needed

         a.Discuss/Decision regarding designating alcohol tax monies to a substance use disorder treatment and prevention provider

         b.Discuss/Decision Interlocal Agreement between Fallon County and City of Baker for City Court Staff

            Currently waiting for revisions from the City of Baker.

         c.Discuss/Decision on Resolution of Intent to exchange debt with City of Baker

             No discussion at this time.

         d.Discuss/Decision regarding qualified contractors for the 5-year dam evaluation

             Decided to reach out to Morrison-Maierle Contractors introductions and discussion of timeline.

    4. Review Department/office reports/sign journal vouchers/encroachments & zoning compliance (as needed)

    5. Approve April 2025 Mid-Month Claims

Commissioner Rost motioned to approve the April 2025 Mid- Month Claims for the amount of $373,539.19. Chairman Braun stepped down to second the motion. Commissioner Braun asked for any further discussion; being none. 2 Ayes. 0 Nays. 1 Absent. (Commissioner Varner).

11:30 AM DISCUSS/DECISION TO APPROVE HANSON CHEMCIAL QUOTE/ Roger Meggers, Airport Facilities Manager

   Discussed the vacuum being used in the hangars; this quote was not originally part of the airport budget. Discussed including this quote in fiscal year 2026 budget.

11:47 AM PERMISSION TO HIRE SEASONAL GOLF COURSE CREW HAND(S)/ Julie Straub, HRM

Commissioner Rost motioned to hire Isaia Dietz as a Seasonal Golf Course Crew hand. Chairman Braun stepped down to second the motion. Commissioner Braun asked for any further discussion; being none. 2 Ayes. 0 Nays. 1 Absent. (Commissioner Varner).

PERMISSION TO HIRE AND SET WAGES FOR INTERMITTENT GOLF COURSE EMPLOYEE/ Julie Straub, HRM

   Discussed wages for Rick Gatlin, Broadus Golf Course Superintendent who came to assist Doug Varner, Interim Golf Course Superintendent during the previous year. Requested thirty hours a week for the two weeks that he would assist; discussed forty hours a week up to three weeks with no option of overtime.

Commissioner Rost motioned to hire Rick Gatlin with the set wages of $30.00 an hour for forty hours a week up to three weeks with no option of overtime. Chairman Braun stepped down to second the motion. Commissioner Braun asked for any further discussion; being none. 2 Ayes. 0 Nays. 1 Absent. (Commissioner Varner).
