Little Beaver Conservation District Minutes
August 6th, 2025

Came to order: 5:20 p.m.
Present: Roddy Rost, Keith Rustad, Fred Houzvicka, Jessica Stark, Cris Beckers, Kodie Olsen,
Quentin
Burdick, Michelle Gorder- NRCS, Dave Kirschten- community member

Public Comment: none

Minutes: The minutes from the July 2025 meeting were approved.

Profit and Loss: Last month’s profit and loss was approved by Fred and Kodie.

Financial Information: Kodie made a motion to pay the bills as presented, Fred seconded, motion
passed. Bills were paid
Old Business:
The building electrical was finished in July.
Amber Lawlar completed the financials audit and was presented to board with any corrections.

  • The strategic plan was approved in July from our work with Terry Profota.
    Online banking is still in the process of being completed and Kodie will continue to get ahold of
    Bank of Baker to get it done.
    New Business:
    We need a new website and Quentin has been working on finding someone to make a new one for the
    conservation district. He told Jessica some other people that would possibly make us a new one and
    Jessica will follow up with them to see if we can get this done.
    Jessica followed up with the Sheridan County Conservation District to ask further questions about a
    tractor lease and legals that need to be followed. Jessica will try to get ahold of west plains to
    see if we can get a tractor leased for tree planting season.
    Next steps for the building are getting the plumbing and cement done. We discussed on who will be
    doing the plumbing and Kodie made a motion to have Mike Menger do the plumbing for the conservation
    districts building. Quentin seconded and he will follow up with Mike to get a
    time set.
    Michelle Gorder was reached out to by a producer and he exclaimed that after his trees were hand
    planted they were all dead very quickly after. Other issues were caused with this and he asked her
    if it would be possible to get a refund for his trees. Quentin made a motion to give this producer
    a refund and Keith seconded. Jessica will ask the producer if he wants his trees or money refunded.
    Michelle Gorder is working with a producer for some work and they are wanting a DNRC low interest
    loan, so this was brought up Kodie made a motion to approve this loan and get the
    producers moving along with their project and Fred seconded. Roddy gave the signature of approval
    to get this loan and continue the project.
    Jessica was made aware of an email sent out by MACD and they will be updating their legal services
    for Conservation Districts.
    Jessica was reached out to by the Irrigation Leader Magazine and they were asking if we would like
    to do a cover story for them. The board discussed this but decided to not continue with this, due
    to Bakers’ community not really having a huge role with irrigation.
    Jessica has been working with Terry Profota on getting the next steps after the strategic plan
    completed. This includes the operational plan and Jessica planned on what she will be doing each
    year and with who she will be working with to get the operational plan done by 2028. We also need
    to have an agreement with Terry to continue our work with her and finish up the rest of our grant.
    Kodie made a motion to sign the agreement and continue working with Terry, Keith seconded.
    The Administrators grant for fiscal year 2026 was approved.
    Jessica gave her coordinator report on what she did for the month.
    Jessica was reached out by MACD to see if we would be interested in hosting a grazing workshop.
    This was brought to the board and we brainstormed some ideas and we kept coming back to some big
    points, so Jessica and Michelle will compose a plan that includes where, who, what topic etc.

Other new business:

Jessica’s school will be starting again on August 25th, so she presented her class schedule and
will be making a new work schedule to work around her schooling. Jessica will be posting her new
work schedule soon.
The weeds around the building need to be mowed so Jessica will get ahold of somebody to see if they
can mow it or if she can rent out a mower from someplace to get this done soon.

With no other further business Roddy adjourned the meeting, Kodie seconded. The next monthly
meeting of the Little Beaver Conservation District will be held September 3th, 2025 @ 5:00pm.
