Planning Board Minutes – July 8, 2025

6:30 P.M. Call to Order

Roll Call – Establish Quorum:

Members present: Vaughn Zenko, President; Michelle Gray, Vice President; Lisa Espeland, Rich Menger; Steve Baldwin; Cindy Irgens; Shelley MacKay Dean

Staff present: Brenda Wood, Fallon County Clerk & Recorder; Megan Slagter, Executive Secretary;

Absent: Jon Slagter

Approval of Minutes:

Shelley MacKay Dean motioned to approve the January 14^th, 2025 minutes. Michelle Gray seconded the motion. Vaughn Zenko asked for any further discussion; being none. 7 Ayes. 0 Nays. 1 Absent. (Jon Slagter). Motion carried.

New/Old Business-

1. Review/Revise/Decision on Planning By-laws

Discussed changes to the by-laws regarding powers and duties.

Lisa Espeland motioned to amend the powers and duties to further state that the Planning Board advises the Planning Department. Steve Baldwin seconded the motion. Vaughn Zenko asked for any further discussion; being none. 7 Ayes. 0 Nays. 1 Absent. (Jon Slagter). Motion carried.

Lisa Espeland motioned to amend regular and special meetings to separate mandatory and regular meetings. Shelley MacKay Dean seconded the motion. Vaughn Zenko asked for any further discussion; being none. 7 Ayes. 0 Nays. 1 Absent. (Jon Slagter). Motion carried.

               Discussed part-two zoning within the county.

• Adopt Resolution 4-2025 – Amending Rural Addressing

Reviewed resolution; Rural Addressing used to be managed by the Planning Department but has been moved into Disaster Emergency Services’ (DES) responsibilities.

Steve Baldwin motioned to adopt Resolution 4-2025. Cindy Irgens seconded the motion. Vaughn Zenko asked for any further discussion; being none. 7 Ayes. 0 Nays. 1 Absent. (Jon Slagter). Motion carried.
